Whether its a Nitrox Sticker, a Visual Inspection Sticker, or a Decorative Sticker, they must all come off to have a proper visual inspection performed. CGA C6 and C6.1 are standards that all PSI / PCI certified visual inspectors should follow. CGA (Compressed Gas Association) Gas Law showing this is C-6.1. Section 4.4 CLEANING "Judgment is required to determine the extent of cleaning required and whether removal of paint is necessary. At the time of requalification, all multi-layered paint and coatings, foreign materials, temporary labels, or removable sleeves that could interfere with the inspection shall be removed from the external surface so it is prepared for inspection. Remove all attachments that could conceal corrosion or other defects before inspection. If internal/external cleaning is performed in conjunction with periodic hydrostatic retest, cleaning shall be accomplished before hydrostatic or other cylinder testing." C-6.1 deals with aluminum cylinders that hold 1800 psi or higher pressure. The same thing is stated in C-6.0. That section deals with steel cylinders. So the CGA gas laws apply to both types of cylinders.
