They have air inside and will float, but also deform under pressure to an extent (until the air is fully compressed) cushioning any impacts. They claim to ship with stainless steel hardware, but in my opinion the hardware is simple zinc coated steel (it sticks to my magnet very strongly, much more so than the 304 stainless it claims to be). I did not use the included hardware on the dock, and instead substituted some known good 304 stainless steel screws to mount them. [Each bumper has 4 mounting holes, two on the top of the dock and two on the side.] They are very dark black, which indicates that they should have a lot of UV resistant dye in the PVC, but I haven't had them installed long enough to make any claims about their actual UV resistance. Overall I'm happy with the bumpers. The lag bolts and washers are fine, and I may be able to use them somewhere else away from the water, but I'm not happy about the stainless steel claim.
