I don't think the missing 0.3 volts will hurt anything, as it should be suitable to power any "12 volt" device. It comes with a very proprietary DC plug to fit the DeWalt 20v cordless tire inflator / air compressor (DCC020IB) and I verified that it is using 16 AWG wire (about 22 inches long) for the 10 amp DC side of things. It is a universal input 110-240 volt supply, with a USA plug 5 foot "figure eight" power cord, so the AC line cord can be easily replaced with something longer/shorter or with a different country plug. It delivers 13.55 volts with no load, 13.54 volts at 3 amps, and only sags down to 13.35 volts when providing 10 amps of power (133 watts). The power supply is around 90% efficient (drawing 145 watts from the AC side when providing 133 watts out on the DC side). When not providing power, the AC draw is less than 0.3 watts. I tested it with a 10 amp load for 90 minutes and while it got warm, it was never hot to the touch. If you try to draw more than 10 amps it will lower the voltage to prevent an overcurrent situation. [I tested it with a dead short and it drops to zero, but probes with 3 watts of power every so often to resume when the short is removed.] So the overcurrent and short circuit protection features work well. In summary, it does a great job powering a "12V" device up to 10 amps continuous draw. The only minor issue to report is that the listing advertises it as a "13.8" volt supply, but it's marked and is actually a 13.5 volt supply. In actual practice, I don't think this will affect anything.
