Why is this Generator's Power Output Unstable?

The seller sold this as a generator with a good running engine, but no power output. I started the engine and the power came right on. Did the seller make a hugs mistake or is there a problem? Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors.
