Trashed Path Winder Go Kart (Part 1) - Will it Run?

My friend Jason came across this 90's Path Winder go kart in his travels. Someone had thrown it out. So he stuck it in the back of his truck annd gave it to me. I don't know the history on this machine on why it was trashed. It seems to be complete, but very neglected. Will it run again? Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors. Recently I have been using Simple Green PRO HD with good results.
