Locked Up Engine and Hydraulics - Neglected Champion Log Splitter

My friend Jason was asked to haul away some scrap metal. Included was this 25 ton Champion log splitter. It's only 8 years old and both the engine and hydraulics are locked up. How does this happen in such a short time and can we fix it? Harbor Freight changed the recipe. The bottle previously stated "NON-CORROSIVE". Now it says "CORROSIVE", "do not user on Aluminum". It now damages most carburetors.
