Lawn Mower Won't Start - Owner Replaced With Electric

A local subriber took his mower out of its winter hiberbation last spring and found it would not start. He used the oportunity to upgrade to electric and asked if I wanted his old Kohler Toro Recycler. Cannot pass up free and it looks to be in great condition. Lets go through the mower and figure out why it stopped running and see if we can get it to run again.
