Generator Backfiring and Won't Start - Fixed

I picked up this Coleman Powermate generator recently as payment for some work I did. I am told it is backfiring through the intake and will not start. The previous owner picked this up as a project some time ago for $40 and never got it running correctly. Lets see if we can figure out the problem and get this generator up and running again.
