How do you make a skin-safe room and linen spray that’s also water-based?

I use a water-based formula with a gentle emulsifier so the water and fragrance oils can actually blend. That’s why the bottle looks cloudy, but in a proper atomizer it sprays as a super fine mist. The goal is a true multi-purpose spray I can use on skin, linens, rooms, and even in the car.
