It takes reflection to feel remorse and often right after they've done something a child may not be truly sorry. It takes seeing that a person was injured or seeing how actions affect other people and then acknowledging how it made them feel about themselves to feel truly sorry. Even as adults when we do something wrong we do not always recognize right away the consequences or impact on others or feel regret right away. And, because we're adults, there's no one standing there saying “Uh that’s bad say you're sorry.” Children also need time to actually develop a sincere feeling of regret or remorse which is what saying I'm sorry is all about.
