The first thing I do is load up the project I want to split the screen for, and I make sure I have the two clips I want to use. Then I start with the clip I want on the left side, click the crop/transform icon (the two overlapping squares), choose Transform, and resize and position that clip so it takes up about half the screen. After that, I take the second clip and place it on top of the first one in the timeline.
