Place in a pot with 2 tsp salt and enough water to cover by 1 inch. Boil until fork-tender, 8–10 minutes. Drain and sprinkle vinegar over potatoes. Stir and let cool 15 minutes. Prep the Mix-Ins – Dice eggs, pickles, celery, and onion. Chop dill if using fresh. Place in a bowl. Make the Dressing – In a small bowl, mix mayonnaise, mustard, sugar (or honey), garlic powder, salt, pepper, and dill. Combine – Add cooled potatoes to the dressing mixture. Fold gently until well coated. Taste and adjust seasoning. Chill & Serve – Refrigerate for at least 1 hour (or up to 1 day).
