Add rice, onion, and peppers, cook (about 5-10 minutes), stirring occasionally, until rice is golden brown and onion is tender. Brown Ground Beef in a separate skillet (drain hamburger if needed). Once brown, add spices to the cooked hamburger. Add ground beef and remaining ingredients together with the rice mixture and bring to a boil. Reduce heat, cover, and simmer for about 30 minutes, stirring occasionally, until rice is tender.
