I start with the most important basic fix: update your iPhone software. I go to Settings > General > Software Update, and I always recommend doing this on a strongest and stable network connection because a bad update or incomplete download can leave you with weird system glitches like this. After updating, I also check Screen Time settings because sometimes restrictions can block features in the background.
