Line a baking sheet with parchment paper. Mix Dry Ingredients: In a large bowl, whisk together flour, sugar, baking powder, and salt. Grate the Butter: Add the cold grated butter. Use a pastry cutter or your fingers to blend until it looks like coarse crumbs. Add Wet Ingredients: In a small bowl, whisk together the egg, heavy cream, and vanilla. Pour into the flour mixture and stir until just combined. Fold in Blueberries: Gently fold in the blueberries, being careful not to overmix.
