On April 20, 2026, the Government Law Center at Albany Law School presented the final program of the 2026 Warren M. Anderson ’40 Legislative Series, “Maintaining Access to New York’s Healthcare System in the Face of Federal Uncertainty.” Panelists discussed the impact of recent changes to federal law and policy on healthcare access in New York State, with a focus on provisions in H.R. 1, also known as the “One Big Beautiful Bill” Act, enacted in July 2025. The discussion addressed changes to Medicaid and Medicare, as well as impacts of these federal actions on vulnerable populations, healthcare facilities and service providers, and the healthcare workforce. The discussion was moderated by Amy Kellogg, Esq. ’02 — Partner and Government Practice Group Leader at Harter Secrest & Emery and Chair of the Advisory Board of the Government Law Center at Albany Law School.
