Cream brown sugar, sugar, and shortening until smooth and fluffy. Add eggs one at a time, mixing well. Stir in drained fruit cocktail. In a separate bowl, whisk flour, cinnamon, cloves, salt, baking soda, and baking powder. Add dry ingredients to wet mixture and stir until combined. Drop dough by spoonfuls onto greased or parchment-lined baking sheet.
