Are Ebike Laws Making ebikes WORSE?

Are Ebike Laws Making ebikes WORSE? I just started wondering - I used to get so many fast ebikes and electric bikes and now it's nearly always a 250w electric bike with torque sensors. They obviously have their place and of course they're nice and legal. But I do miss all those 1000w ebikes and trips to Alabama. So are Ebike / electric bike laws and the fear of losing your bike making the bikes worse? Or does ebike law actually make force them to improve? BTW I love both of those Engwe bikes and I used them precisely because the Mapfour on the right is actually great. It's just not that fast.
