Demonstration begins at 6:25 I'm sorry but tin foil and sand paper just don't cut it. (pardon the pun;) If you want sharp scissors you need to actually remove the blunt edge and for my money a sharpening stone is the way to go. I hope after watching this video you will feel confident to give this a try. I feel really great about maintaining my own tools! Wet stones are readily available at retailers like hardware stores and specialty kitchen stores. Amazon has them as well. However, I'm not going to leave any links because I've only used second hand ones and so it makes it difficult to recommend a brand when I don't actually know what mine is.
