I used Private Internet Access (PIA) here because it works cleanly with Windows adapter sharing, which makes the whole “VPN-protected hotspot” setup pretty painless. Once PIA is connected, it creates a virtual adapter I can share to my Mobile Hotspot so connected devices are routed through the VPN first.
