Add water to steam the vegetables; cover and cook until tender but still crunchy or done to your liking. When done, remove everything from the pan and set aside for later. Next, in the same pan over medium-high heat, add a little more oil to the pan and stir-fry the marinated beef briefly on both sides, and add some rice wine (optional). When the wine has evaporated off, lower the burner temperature to medium-low and add in the soy sauce mixture. When the sauce starts to thicken, add the vegetables back in with the green onion leaves and stir-fry briefly, and you're done.
