No Air Forks on Walmart Bikes (yet) due to Fork Pumps?

Why haven't we seen air forks on mountain bikes at Walmart? Air forks and air shocks require a specific high pressure fork/shock pump. Fork pumps aren't as common as a standard bicycle tire pump, and I've never seen one in a walmart store. Is this the reason we haven't seen a budget mountain bike at walmart with an air shock?
