UK surrogacy law reform can't wait | What MPs need to know

Surrogacy has been helping to build families in the UK for around 40 years — my own included — and over the past decade, the number of people choosing this path has more than doubled. So it may be surprising for some to realise that, with the UK’s long-standing altruistic 'friendship first' approach, surrogates do not make a profit from the process. Over four decades later, UK surrogacy law is still governed by legislation written in 1985, long before modern family structures, fertility treatment, and international surrogacy journeys became common. Proposed reforms have been in development for nearly a decade, and detailed recommendations for an update were completed several years ago. So what’s the hold up? In this discussion, I speak with surrogate Hazel Davis, who carried a baby for close friends earlier this year, about the realities of surrogacy today and why many believe the legal framework has failed to keep pace with modern family life. This is not a theoretical debate — it affects real families, real children, and real people trying to do the right thing within a system that no longer reflects how surrogacy works in practice, including the relationship-based, non-commercial approach that has traditionally defined UK surrogacy.
