How Bad Is the QRM on This Pennsylvania Repeater?

This was recorded on 01/27/2024 at 22:49 UTC on the W3DI VHF repeater in Newtown Square, Pennsylvania. This behavior has been occurring on several repeaters in the greater Philadelphia, Pennsylvania region for several years (that I know of) and it is still occurring. The FCC has been notified about about this multiple times and have been investigating it. I am currently unaware of the state of their investigation. ALL amateur radio operators world-wide need to know the DX CODE OF CONDUCT. It was meant for DX contacts, but it really applies to ALL aspects of amateur radio (DXing, contesting, POTA, SOTA, Field Day, special events, etc...).
