When people hear “Without Rule of Law,” they imagine collapse, chaos, and the Wild West. That’s not what this video is about. This episode looks at WROL % (Without Rule of Law Percentage) as a stress index — a way to measure how much pressure local systems are under in different parts of the Hudson Valley. Rule of law isn’t a switch that’s just ON or OFF. It’s a spectrum. And different counties are dealing with very different levels of system strain. We built a Hudson Valley map using a capped, modern scale that reflects: • Crime pressure (violent + property crime) • Overdose and public health strain • System capacity stress (response load, court and service burden) ⚠️ Important: 100% WROL would mean total societal breakdown — that is NOT happening anywhere here.
