In today’s security environment, healthcare supply chains are no longer purely economic systems, they are strategic assets. Disruptions to the flow of medicines, medical equipment, and critical inputs can rapidly escalate into broader crises, affecting military readiness, civil protection, and societal stability. Along Europe’s eastern flank in particular, health preparedness is increasingly viewed through a security lens, where hybrid threats, cyberattacks, and geopolitical tensions could target or indirectly disrupt supply chains. Persistent dependencies on external production, limited surge manufacturing capacity, and fragmented stockpiling strategies continue to expose vulnerabilities. As Europe strengthens its overall resilience posture, the question is whether health supply security is being integrated with the same urgency as defence, energy, and digital infrastructure.
