Defence is, at its core, a question of tempo. Commercial innovation — across digital, space, energy, and advanced manufacturing — now evolves at a cadence that defence institutions were never designed to match, and the gap between what is technologically possible and what is operationally fielded keeps widening. For Europe, the stakes are acute. Credible deterrence now depends on European countries stepping up — individually, by reforming how capability is acquired and fielded, and collectively, by aligning standards, pooling demand, and building the industrial scale to compete. Digital is the connective tissue that makes autonomy, space-based ISR, energy resilience, and advanced manufacturing operationally useful, but the challenge runs across the full innovation stack. The prototype-to-capability pipeline is breaking down at known points. The question is what it takes — politically, institutionally, industrially — to fix it. - What does experience reveal about scaling commercial technology into defence, and which barriers are technical, which are institutional? - How can European governments, individually and collectively, reconcile sovereign control over data, cloud, and critical software with the speed that dual-use capability demands? - Where are procurement, standards, and capability planning most in need of redesign to keep pace — and how can Europe build the demand signals and industrial scale to sustain it?
