The 2022 supply shock following Russia's full-scale invasion of Ukraine and the threat to imports posed by disruptions in the Strait of Hormuz have exposed structural vulnerabilities in the European energy system, pushing a coordinated demand strategy and resource diversification to the center of the continent’s economic and political agenda.
